Overall, we&#8217;d consider the election results in a step in the right direction towards a clean energy future, with a couple of setbacks in certain areas.<\/p>\n<p><center><\/center><span style=\"background-color: transparent;\">Here are the biggest takeaways for you on the state of clean energy following the elections&#8230;<\/span><\/p>\n<h2>Big Win for Clean Energy and Environmental Justice in Portland, Oregon<\/h2>\n<p>Voters in Portland approved a novel approach to promoting local renewable energy development. They<span style=\"background-color: transparent;\">\u00a0passed <\/span><strong style=\"background-color: transparent;\">Measure 26-201<\/strong><span style=\"background-color: transparent;\">, which creates a 1% business licensing surcharge for companies in Portland with annual revenues over $1 billion.<\/span><\/p>\n<p>This generates a $30 million annual fund that community non-profits can apply to receive grants from to install solar and energy efficiency upgrades in under-served communities, provide green job training, and other community environmental projects.<\/p>\n<h2>Mixed Elections Results on State-Level for Clean Power<\/h2>\n<p>There were both wins and losses for clean energy development across the state measures.<\/p>\n<h3>State-Level Clean Energy <span style=\"color: #32cd64;\">Wins<\/span><\/h3>\n<p><strong>Nevada passed\u00a0<a href=\"https:\/\/ballotpedia.org\/Nevada_Question_6,_Renewable_Energy_Standards_Initiative_(2018)\" target=\"_blank\" rel=\"noopener noreferrer\">Question 6<\/a><\/strong>\u00a0to set the pathway for the state to enact a 50% Renewable Portfolio Standard (RPS) by 2030. Because this is an amendment to the state constitution, the measure needs to be approved a second time by voters in the 2020 elections.<\/p>\n<p>&nbsp;<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">Congrats to Nevada voters who overwhelmingly supported 50% renewable energy by 2030! The 2017 act it sought to repeal increased the gas tax by $0.12 per gallon and creates revenue for transportation infrastructure projects.<\/p>\n<h3>State-Level Clean Energy <span style=\"color: #cc0201;\">Losses<\/span><\/h3>\n<p><span style=\"color: #000000;\">Back to Nevada&#8230;<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Nevada rejects <a href=\"https:\/\/ballotpedia.org\/Nevada_Question_3,_Changes_to_Energy_Market_and_Prohibit_State-Sanctioned_Electric-Generation_Monopolies_Amendment_(2018)\" target=\"_blank\" rel=\"noopener noreferrer\">Question 3<\/a>\u00a0<\/span><\/strong><span style=\"color: #000000;\">and will not create a deregulated retail energy market, despite widespread support from clean energy groups and corporations.\u00a0<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Arizona rejects <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_127,_Renewable_Energy_Standards_Initiative_(2018)\" target=\"_blank\" rel=\"noopener noreferrer\">Proposition 127<\/a>\u00a0<\/span><\/strong><span style=\"color: #000000;\">and will not have a 50% Renewable Portfolio Standard by 2030. The measure was heavily fought by the state&#8217;s utility, Arizona Public Service<\/span><span style=\"background-color: transparent;\">.<\/span><\/p>\n<p><span style=\"background-color: transparent;\"><strong>Washington rejects <a href=\"https:\/\/ballotpedia.org\/Washington_Initiative_1631,_Carbon_Emissions_Fee_Measure_(2018)\" target=\"_blank\" rel=\"noopener noreferrer\">Initiative 1631<\/a><\/strong> and, for the second time, will not enact a $15 per ton carbon tax.<\/span><\/p>\n<p><span style=\"background-color: transparent;\"><strong>Colorado rejects <a href=\"https:\/\/ballotpedia.org\/Colorado_Proposition_112,_Minimum_Distance_Requirements_for_New_Oil,_Gas,_and_Fracking_Projects_Initiative_(2018)\" target=\"_blank\" rel=\"noopener noreferrer\">Proposition 112<\/a><\/strong>, which would have banned new drilling and fracking within 2,500 feet of buildings.<\/span><\/p>\n<h2>Climate-Friendly Governors Take Office<\/h2>\n<p>Seven formerly Republican governor&#8217;s offices are <a href=\"https:\/\/insideclimatenews.org\/news\/08112018\/election-2018-governor-states-renewable-clean-energy-solar-wind-winner-legislature-trifecta\" target=\"_blank\" rel=\"noopener noreferrer\">now occupied by Democrat leaders<\/a>.<\/p>\n<p>The states switching from Republican to Democratic governors are:<\/p>\n<ul>\n<li><strong>Wisconsin<\/strong> &#8211; Tony Evers<\/li>\n<li><strong>Maine<\/strong> &#8211; Janet Mills*<\/li>\n<li><strong>Nevada<\/strong> &#8211;\u00a0Steve Sisolak*<\/li>\n<li><strong>New Mexico<\/strong> &#8211;\u00a0Michelle Lujan Grisham<\/li>\n<li><strong>Michigan<\/strong><strong>\u00a0<\/strong>&#8211; Gretchen Whitmer*<\/li>\n<li><strong>Kansas<\/strong> &#8211;\u00a0Laura Kelly*<\/li>\n<li><strong>Illinois<\/strong> &#8211;\u00a0J.B. Pritzker*<\/li>\n<\/ul>\n<p>* Candidates with an asterisk have stated positions in support of clean energy and climate policy.<\/p>\n<p>This increases the number of states with full Democrat control of the governor&#8217;s office and state Senate from 8 to 14, which will significantly empower the ability for these states to pass pro-environmental legislation.<\/p>\n<p>&nbsp;<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">It\u2019s time Illinois had a governor who is committed to protecting our environment. Notably, House Leader Nancy Pelosi has announced her intention to bring back the currently dormant Select Committee on Climate Change.<\/p>\n<p>However, 18 of 45 Republican members of the <a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/midterms-2018-mixed-results-for-the-renewable-energy-agenda#gs.DmtWxwg\" target=\"_blank\" rel=\"noopener noreferrer\">Climate Solutions Caucus<\/a> have either lost seats or retired and yielded seats to Democratic candidates.<\/p>\n<p>This may affect the possibility of bipartisan environmental legislation passing the House that has a greater chance of being approved at the Senate and ultimately enacted into law.<\/p>\n<h2>The Main Takeaway for Clean Energy Development<\/h2>\n<p>While the midterm elections results for 2018 returned generally mixed results, expect progress on the state and local level.
