{"id":6313,"date":"2018-02-15T14:32:50","date_gmt":"2018-02-15T14:32:50","guid":{"rendered":"https:\/\/www.portal.solar.com\/learn\/how-the-2018-solar-tariffs-will-affect-prices\/"},"modified":"2019-09-27T00:33:11","modified_gmt":"2019-09-27T00:33:11","slug":"how-the-2018-solar-tariffs-will-affect-prices","status":"publish","type":"post","link":"https:\/\/www.solar.com\/learn\/how-the-2018-solar-tariffs-will-affect-prices\/","title":{"rendered":"How the 2018 Solar Tariffs Will Affect Prices"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">If you\u2019re considering solar, you might be wondering how the <\/span><a href=\"https:\/\/ustr.gov\/about-us\/policy-offices\/press-office\/press-releases\/2018\/january\/president-trump-approves-relief-us\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">recently mandated solar tariffs <\/span><\/a><span style=\"font-weight: 400;\">could affect the price of solar.<!--more--> Will it nudge the needle in a negligible uptick or skyrocket prices beyond your reach?<\/span><\/p>\n<p><span style=\"background-color: transparent;\">Here\u2019s a fact sheet to break down the proceedings and how it could affect solar prices.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">A Timeline of the U.S. Solar Tariffs and Solar Trade War<\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Between 2005 and 2012, China\u2019s contribution to global solar cell manufacture increased from <\/span><a href=\"https:\/\/ustr.gov\/sites\/default\/files\/files\/Press\/fs\/201%20Cases%20Fact%20Sheet.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">7 percent to 60 percent.<\/span><\/a><span style=\"font-weight: 400;\"> Inexpensive imported solar panels spurred U.S. solar installation to more than triple between 2012 and 2016.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In April 2017, Suniva requested a <\/span><a href=\"https:\/\/www.solar.com\/learn\/will-the-solar-trade-war-impact-home-solar\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">40 percent tariff on solar module imports<\/span><\/a><span style=\"font-weight: 400;\">. SolarWorld joined the petition in May 2017. This was meant to offset their disadvantage against foreign module manufacturers. They claimed these foreign imports were underselling them and crippling their own manufacturing facilities.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, other U.S.-based solar manufacturers thrived despite the foreign competition. There is speculation as to whether Suniva and SolarWorld\u2019s <\/span><a href=\"https:\/\/www.solar.com\/learn\/will-the-solar-trade-war-impact-home-solar\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">lack of success was due to internal issues<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In October 2017, the ITC recommended a slightly lower <\/span><a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/itc-solar-trade-case-recommendations#gs.GARvxYk\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">30 percent tariff<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">On January 22, 2018, the 30 percent tariff was approved by President Trump. The solar <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/itc-solar-trade-case-recommendations#gs.GARvxYk\" target=\"_blank\" rel=\"noopener noreferrer\">tariffs will decrease by 5 percent over the next four years until they expire. \u00a0<\/a><\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Here\u2019s the schedule of the tariff decrease from the<\/span><a href=\"https:\/\/ustr.gov\/sites\/default\/files\/files\/Press\/fs\/201%20Cases%20Fact%20Sheet.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\"> U.S. Trade Representative (USTR) fact sheet<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">What the New Solar Tariffs Mean for the Price of Solar<\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">While the tariffs may help some solar panel manufacturers, it <\/span><a href=\"https:\/\/www.seia.org\/news\/presidents-decision-solar-tariffs-loss-america\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">could hurt many other parts of the industry<\/span><\/a><span style=\"font-weight: 400;\">, such as mounting manufacturers and installers. This could result in significant job losses (currently estimated at 23,000) in the solar industry and slow installation rates.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Some good news is that the tariffs aren\u2019t as severe or as long-lasting as initially proposed. Though 30 percent is significant, <\/span><a href=\"https:\/\/www.nytimes.com\/2018\/01\/23\/us\/politics\/trump-solar-tariffs.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">it won\u2019t set the solar industry back irreparably<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Green Tech Media projects the solar panel tariffs will <\/span><a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/breaking-trump-admin-issues-a-30-solar-tariff#gs.GCOp174\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">increase costs by 10 to 12 cents per watt<\/span><\/a><span style=\"font-weight: 400;\">. These numbers are based on the current U.S. import prices of 30 to 45 cents per watt.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Since the solar tariffs are percentage-based, the costs will <\/span><a href=\"https:\/\/www.greentechmedia.com\/articles\/read\/tariffs-to-curb-solar-installations-by-11-through-2022#gs.IAorKOA\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">reduce to 4 cents per watt by year four<\/span><\/a><span style=\"font-weight: 400;\">. (Check out to know\u00a0how\u00a0<a href=\"https:\/\/pickmysolar.com\/solar-panel-cost\/\">solar panel cost per watt<\/a> is calculated)\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The tariffs will likely increase the cost of residential rooftop systems by just <\/span><a href=\"https:\/\/www.nytimes.com\/2018\/01\/23\/us\/politics\/trump-solar-tariffs.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">3 percent<\/span><\/a><span style=\"font-weight: 400;\">. Importantly, the tariff only applies to the solar equipment, and not <a href=\"https:\/\/www.solar.com\/learn\/solar-panel-cost-breakdown\/\">other costs<\/a> associated with a residential installation.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Only <\/span><a href=\"https:\/\/www.nytimes.com\/2018\/01\/23\/us\/politics\/trump-solar-tariffs.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">one-third or less of rooftop solar system costs<\/span><\/a><span style=\"font-weight: 400;\"> are from solar cells and modules. Prices for other solar components continue to fall and could help offset the slight increase from modules.<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Solar Tariffs and Your Solar Project<\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The average cost for a home solar system through Solar.com is around $3.30 per watt.
